The Honโble Chief Minister of Assam Sri Himanta Biswa Sarma, the Government of Assam State has launched the Mukhya Mantri Nijut Moina Scheme 2024 (MMNM). Under this scheme, the state government has made an effort to encourage the students on education. The financial assistance of up to Rs. 25,000 will be provided to about 10 lakh girls across the state under this scheme. The aim of the scheme is to reduce female feticide, to establish an equal gender ratio, stop the malpractice of child marriage and to improve the health of the girls. Those poor families, who consider girls as a burden and kill them at their birth or stop their education, will get the right guidance through this scheme.
Assam Govt has Sanctioned Rs. 1,500 Crore Nijut Moina
The Chief Minister of Assam Sri Himanta Biswa Sarma has set the allocation budget of Rs. 1,500 Crore under Nijut Moina Scheme 2024. The scheme was announced on 12 February 2024 during the presentation of the state budget. The Government of Assam is providing financial assistance to the needy girl students. The scheme aims to encourage the girls on education which will help in making girls, self-reliant and to develop positive thinking in the society towards the birth of a girl child. This is an important initiative of the Government for the economic and social development of girls. State government will provide financial assistance to about 10 lakh girls across the state for their higher studies.

Purpose of Assam Nijut Moina Scheme
The purpose of the scheme are as follows:
- The purpose of launching the scheme is to encourage the girls on education which will help in making girls, self-reliant and to develop positive thinking in the society towards the birth of a girl child.
- The scheme aims to reduce female feticide, to establish an equal gender ratio, stop the malpractice of child marriage and to improve the health of the girls.

Eligibility Criteria
To avail the benefits under the scheme, you should fulfill these eligibility criteria:
- Applicant should be a permanent resident of Assam State.
- Applicant should be a girl student to be eligible for the scheme.
- Applicant should be enrolled in either class XI, graduation first year or in post graduation.
- Girl must be enrolled in any government college or any educational institution.
- Married girls will not be eligible for the scheme except those in the P,G, and B.Ed. category.
- In-service girls, admitted to B.Ed. course on deputation, will not be eligible for the scheme.
- Daughters of Minister/ MPs and MLAs are not eligible for the Nijut Moina scheme.

Financial Benefits
- The girls who are enrolled for class XI, incentive of Rs. 1,000 per month for a maximum of ten months will be provided, which is Rs. 10,000 per year.
- The girls who are enrolled in Graduation First year (B.A./ B.Sc/ B.Com) incentive of Rs. 1,250 per month for a maximum of ten months will be provided, which is Rs. 12,500 per year.
- An incentive of Rs. 2,500 per month for a maximum of ten months resulting in a total of Rs. 25,000 per year will be provided to the eligible girl students who are enrolled in Post-Graduation First year (M.A./ M.Sc/ M.Com/ B.Ed).
- During summer vacation or any such vacation for more than one month, no incentive will be paid.

Scope of Applicability
- Those Girl Students who are enrolled in any Government Higher Secondary First year, Graduation First year and Post-Graduation, will receive the financial assistance as an Admission Incentive.
- The beneficiaries are required to maintain discipline and follow all the rules and regulations set by their respective institutes. This includes, attending classes regularly, respecting school property, following the instruction of teachers and staff, and behaving respectfully towards peers and other personnels of the institute. Any violation of these rules, such as engaging in disruptive behavior, cheating, ragging, vandalism, or any form of misconduct, will result in withdrawing the benefit under the scheme.
- The Higher Education Department’s Mobility Grant Scheme has now been merged with the Nijut Moina Scheme 2024. There will be no separate Mobility Grant Scheme henceforth. Earlier, Higher Education Department’s Mobility Grant Scheme provides financial assistance to post graduate students admitted to State Universities, Government Colleges, Provincialized Colleges, and Government Model Colleges.
Mode of Payment Under Scheme
- The financial assistance will be transferred directly to the bank account of each eligible girl students.
Assam Nijut Moina Scheme Apply Online 2024
To apply for the scheme, follow the steps as mentioned below:
Step 1: The students should fill the application form and submit it to the respective institutions they are currently enrolled in.
Step 2: The Registrars/ Principals will collect and verify the application forms through their respective portals and submit the correct data for auto verification in the portal.
Step 3: There is no requirement for submitting an application from the second year onwards. A certificate from the head of the institution, certifying the student’s continuity in the institution will be sufficient for availing benefits.
Step 4: All Head of the Institute shall notify One or Two Nodal Teachers for implementing Mukhya Mantri Nijut Moina Scheme in their respective institute.
Step 5: As some of the guardians may not like to apply for the scheme, hence the guardians can choose as to whether their daughters will submit applications to avail the benefits under the scheme.
